select the app, then hold the trackpad (click) pressed with the left finger, while you use your right finger to drag the app.
Note: this creates a new alias in the place where you drag it to; when you want to move you need also the CMD key pressed at the same moment.

but i like before, no need to click, just tap with 3 fingers then drag around..
i hope they will back that features
depending on the settings in SystemPreferences->Trackpad
The dragging setting is in System Preferences > Accessibility > Mouse & Trackpad - Trackpad Options.
the three finger tap is the default.
Actually, the default setting is off on a new user account.
The OP should check the setting on their computer as it sounds like the '3 finger' dragging is not set.
