I sometimes got issues with my camera on ios 9 update on my iphine 5s...Apple has said that restoring to ios 8.4 is not possible now..How can I solve this problam..when I try to restore from ipsw file it says that error 3194 occurs..help me guys

I sometimes got issues with my camera on ios 9 update on my iphone 5s...Apple has said that restoring to ios 8.4 is not possible now..How can I solve this problam..when I try to restore from ipsw file it says that error 3194 occurs..help me guys...The issue is that suddenly a rainbow colored number of lines comes..It's really annoying....when I restart the phone or app it works perfectly without any errors,.plzz help me to fix this
