Very new to Apple Configurator (version 2) so forgive me if this is an easy question. Can I use configurator to set all iPhones to require a pass code by default? I don't need to do anything else - just make the user create and then use a pass code.

Yes, a supervised device can force a password, and choose how long and complex it needs to be.

Where is the setting in Apple Configurator 2?
If you open Configurator, go to File and then "New Profile". One of the settings within is "Passcode", and you can choose several rules about whats allowed on the devices. After that, plug a device in and drag the profile over to the device to apply it.
