On a Mac, in finder just open the iCloud Drive and drag its folders to somewhere on your hard drive. You can treat your iCloud folders just as you would any other folder(s) in finder. Note that if you delete files or folders from your iCloud folder, then any devices that share that same iCloud account will also have those files and folders deleted the next time you wake them up and they connect to the Internet.

However, you cannot move your backups anywhere. An iCloud backup is not a file you can just drag anywhere, nor would it be useful anywhere else. The only place to restore an iCloud backup is over wifi, from the file in the iCloud account it was created in.
