you want to change your unwanted Apple ID primary email address to some other email address than you want to use for your going forward Apple ID - then merely abandon use of the unwanted one

Not sure what you mean by using your "primary" email address on the other ID. Unless I'm misunderstanding, you have one Apple ID that has a Primary Apple ID of abc@mac.com, and one Apple ID that has a Primary Apple ID of 123@iCloud.com.
Is that not correct?
If it is, then, again, pick one, change the passwords on both to be the same, then when you have to type in a password for one of them to, say, update an app, it won't matter which ID the app was originally purchased with since you will be typing in the same password for either.

You can change your Apple ID to any other email address you control, as long as it's not already in use as an Apple ID. If your email address ends with @icloud.com, @me.com, or @mac.com, you can't change your Apple ID and you won't see Change Email Address on your account page.
