I understand that you are wanting to download a purchase that your wife made as the both of you are on Family Sharing. Let's go over some information to sort this out.
The first thing I would check is to see if the content is shareable. The content that is sharable is going to be Music, movies, and TV shows from the iTunes Store, Books from the iBooks Store and a good majority of apps from the App Store. Take a look at the article below that goes over what content is shareable.

I don't see an option for Audiobooks but if it is sharable, follow the steps outlined in the article below to walk you through how to download previous purchased content from someone in your Family Sharing account.

I did a test with a song and an app, and they both worked just as they have in the past and as you described. Kinda disappointing, but I'm guessing it's a legal thing that cannot be overcome. Thanks again.
