Q: Second hand mini change region

I have bought a second hand mac mini from a friend in the Netherlands.

It is cleaned up and has a fresh copy of mountain lion on.

I want to change region to the UK and update to El Capitan but don't see the UK as an option

Mac mini, OS X Yosemite (10.10.5)

It seems that the following was not done. Do that and setup the device for your location
What to do before selling or giving away your Mac
