You must be physically IN the country in which you shop...
Change your iTunes Store country or region - Apple Support
If you move to a new country, go to Account Info or Settings to change your country before you make purchases from the iTunes Store, App Store, iBooks Store, or Mac App Store.
IF you are unable to change your country/region, let us know that
You can contact iTunes Store support and ask them to clear your remaining balance. (Sure that read 0.06€ earlier 😊)

Note however that to purchase from the US store you will need a valid billing address in the country. If you have any iOS devices note also that managing app updates becomes much more complicated if multiple stores or IDs are involved.
