downgrade iCloud storage

i am trying to downgrade on both my iPhone 6 plus and on my macbook pro retina and neither device will allow me to click on the done to downgrade.

this is a redundant mess and none of my apple devices will let me downgrade. have already wasted over 30 minutes of my precious time.
