since you have FileVault enabled, you are logging into FileVault first(which has encrypted your hard drive). FileVault basically unlocks your hard drive and passes off your login credentials to the operating systems, which then logs you into "automatically". This is a two step process, with the second step, usually, transparent to the user. If you log off, but not restart, you are still in the OS, so you see the OS login page and "graphics". The first login page is fileVaults plain, generic login page, hence why it is white/gray. In other words, with FileVault, expected behavior.
You account has to be enabled with FileVault, in order for FileVault to display it at initial startup. You can have other user accounts, that are not FileVault enabled on your Mac, and they will not show up at the initial login page, but can be used AFTER you login through FileVault (log in, pas through to the desktop, log off, then log in with your other account(s). These accounts can only be used at the OS login page.
