No. Quite the opposite. The retailer can do whatever he wishes. If Apple doesn't like it, tough noogies. In the United States, the only thing that the retailer is required to accept is cash.

Feb 26, 2016 9:57 AM in response to Philly_Phanby naranjaimpar,I used Apple Pay a few days ago in Zara for buy a shirt and today they rejected my return because the number on the receipt is different to the number on my credit card, so now I can understand that maybe the number in the receipt is what you are talking about, this ID. However, I was following the steps and in my device I can see only the 4 last numbers of the ID, do you think should be fine with that? Or I going to need the whole number for do the return?

Hi
The last few digits of the Device Account Number are fine for that purpose.

Feb 26, 2016 1:15 PM in response to naranjaimparby NSL15,The ID we are referring to is the Device ID. You only see the last 4 digits and it's the "Device Account Number."
As to the return, I've never had a return rejected yet from Apple Pay for any reason. I just show my purchase receipt and that's the end of that. I run Apple Pay with the credit card used for the purpose and get the credit which goes to the correct account.

In my case, I have informed Apple of the problem and they have gotten back to me they are investigating. I've also finally reached an upper level of the retailer I've had the problem with and they are reevaluating their procedure based on whether or not requiring the Device Account Number to be hand entered by their cashier in their system with the transaction enhances their surety of receiving payment from the credit/debit card used via the Apple Pay transaction.

Feb 26, 2016 1:53 PM in response to Philly_Phanby NSL15,That is the retailer's option, but if they want to use Apple Pay, just like the credit card companies may make requirements of the retailer, so may Apple. The question according to people I've spoken with is does Apple want to impose standards which might tend to turn off retailers vs. turn off users. It's a tightrope they must follow. Retailers have a similar tightrope. If Apple Pay becomes ubiquitous enough and retailers make it harder to use, retailers realize that could lead some, possibly quite a few to use other retailers. I know I used to use the retailer in question weekly. That's dropped to monthly. I made them aware of that fact.

And I the customer can tell the retailer to go pound sand for making it difficult to do business. Mr Retailer makes me jump through hoops for the privilege of buying his product? I’ll go elsewhere where they DO accept Apple pay properly.

Apparently that's not happening in my neighborhood. If it were, the retailers would retain Apple Pay instead of telling Apple to stuff it. Personally, I have Apple Pay and it's just as easy to grab my credit card as it is my phone. Besides, I always have my wallet with me. I don't always have my phone.
