Q: How to delete an app from another user?

I Bought an iPad and two users used it initially and now I have apps signed to the other user, and when delete the app the ICloud symbol is still there. So if you install it again it comes back as the other user!

1) So can you permanently delete apps and or books from your iPad? So it is possible to get them as an other user!

iPad Air, iOS 9.0.2

Yes, you can permanently delete another users app, by first deleting and second signing in to your account in settings - iTunes and app store.

Nope, but you hide them from your view
Hide and unhide purchases in iTunes or iBooks on your Mac or PC - Apple Support

Yes I know that, but that is totally useless, why can't there be an option called "On this iPad " because when you have hidden a couple of them and you swap between the two options and go back all the hidden ones are back in view. Why is there a real DELETE option!

because Apple customers will undoubtedly delete them and then blame Apple for taking it from them. That way it is idiot proof, that none of you/us will do something stupid.
