At risk of demonstrating clueless I am frustrated that I haven't figured out how to make my tunes available on the phone when no wifi or cellular available. It needs to be downloaded from iCloud yes? And I do that?

If you are using Apple Music, then you have to create Offline playlists to listen to the music when not connected to Wifi or Cellular:

Once you start using Apple Music, all of your music streams, whether it be music you have purchased, or music you have selected via Apple Music. Apple Music, by definition, is a streaming system, so once you start using it, all of your music streams.
