If you have a debit card (I'm assuming it's a debit card if that is what you mean by 'don't have money in the account') on your account then it has to be a valid card - have you tried logging into the account, not when trying to download something, and seeing if you get the 'none' option so that you can remove the card ?
(If you are a family organiser in family sharing then you can only use a card your purchases, you can't use a balance.)

Jan 15, 2016 1:18 AMby Kren16,IIt's a prepaid debit card it's the same card I been having on my iCloud account since I set it up, well about a month ago it told me i had to verify the account with the security code so I did and of course it's declined well now I can't even get free apps the card on my itunes account does not get used ive look into statements n nothing was purchased so I don't understand but I could careless about thAt my problem is not being able to use my iTunes gift cards and the fact that 15$ from one of them just vanished

If you aren't then you should get the 'none' option : Change or remove your Apple ID payment information - Apple Support
If not : Why can’t I select None when I edit my Apple ID payment information? - Apple Support
