Q: iCloud full but can't delete photos

I know you're supposed to be able to delete iCloud photos via the album in the Photos app, but I don't seem to have that album. Have I disabled it somehow? If I can get it back, how do I delete photos quickly? I want to choose all of them and delete in one go. Thanks for any help.
