Requesting API key from iAd Workbench error with 403

I wish to get an API key from iAd Workbench, but when select "API" under my "Account", I get an error:

ERROR.403.TITLE

ERROR.403.MESSAGE

I am following the directions within iAd Publisher API Guide

To request and download the API keys, tokens, and certificates required to access the iAd server:

1. Log in to iAd Workbench.

2. Click on the dropdown arrow next to your account name near the top right.

3. Choose API from the popup menu.

It is upon execution of step 3 does it fail.

Curious, I am a developer and I am wondering if there is a Developer's API Key?

For testing and creating sample code against fake data.
