Can I turn an iPhone into a smart energy meter without aditional hardware?

In de playstore there are some apps using the led light of the energymeter to create a real-time graph of your energy use. I couldn't find any in iTunes yet. There are OCR (Optical Character Recognition SDK's available to read the digits, but is there also an SDK which can log the frequency of the ledlight?
