If I understand your post correctly you would like to automatically sync your playlists in iTunes, without actually syncing with iTunes. To get started, the reason why your purchased content is appearing on your devices is because you have Automatic Downloads enabled for music purchases:
Now in order to have your iTunes playlists appear on your iOS devices without physically connecting to that computer and using iTunes, is to either use Wi-Fi syncing, use iTunes Match, or use iCloud Music Library with an Apple Music subscription. with the actual iOS there is no need using iTunes to setup a new iPhone - right? With the Apple "Office" apps I can start a document on my iPhone and finished it on my iPad without iTunes - right? So why must I pay for syncing playlists between those devices? There are a cool tool to do such things called iCloud. So my question are - how to use it? Or if not, have I got a chance to get it in future?
Why not using iTunes? I own no Mac and my PC running Windows 10 on which iTunes runs very badly. I am sick of key in my apple-ID and Password on every sync or if I try to see the iTunes content on my Apple TV.
Why are an old fashion computer still needed with the apple devices? An iPad (Pro) should be PC enough!
