Cannot download apps

Setting up a new school ipad, done this at least 90 times. Wifi connected, I can search on safari, looks like app store connects I can see previous purchases, which I am trying to download to this ipad. When a troubleshooting list said check for updates, I tried and it give me an error message "an error occurred" I have turned wifi off and back on again, restarted ipad. what else???
