iPad Air 2, swedish model, no handwriting in Apple Notes
I have an iPad Air 2, purchased in Sweden. I cannot find or enable the handwriting icon in Apple Notes.

Note especially the "Learn More" section. You have not told us where your notes reside. As stated in the article: "Upgraded Notes don't support IMAP and won't connect to Microsoft Outlook."
Of course, I assume that you did upgrade your Notes as stated in the "Get Started" section of the article.
