I had tried to enable the location services in privacy and restrictions but the both are grey which means i'm unable to turn it on. Anybody can help?. I'm using iPhone 5S.

Make sure that you signed in with apple ID in settings>icloud.
i did but still no luck
in addition i want to enable my Find My iPhone in iCloud. After i turn on the Find My iPhone the message below the app mentioned that the location services is disabled.
Make sure you using the latest update.
check Settings>General>Software Update
is there any other option?
Settings?General>Reset>reset all settings
it won't erase anything fro your iPhone. It will bring all settings back to default. You may want to reconnect your Wi-Fi.
