I'm sorry you are having trouble setting up your Apple TV. The first thing I would suggest is to make sure you can sign into your Apple ID at appleid.apple.com. If you are able to log into your account on our website, then the next step would be to make sure your Apple TV is connected to your wireless network. If you are still having issues after confirming these two items, then you can restore your Apple TV to it's default settings. Here are the instructions from the Apple TV (4th generation) User Guide.
If Apple TV isn’t responding, try restarting it.
Restart Apple TV. Do any of the following:

Press and hold the
and Home
buttons until the Apple TV status light blinks rapidly. -
Disconnect Apple TV from the power outlet, wait five seconds, then reconnect it.
Restore Apple TV
If Apple TV still doesn’t respond after restarting, try restoring it. When you restore Apple TV, all data is erased.
Restore Apple TV. Do the following:

In Settings
, go to System > Reset, then select Restore. Restoring Apple TV can take some time, so be patient. -
If Apple TV still doesn’t respond, disconnect the power and HDMI cables from Apple TV. Connect one end of a USB-C cable (sold separately) to Apple TV and the other end to your computer. Open iTunes on your computer, select Apple TV in the Source list, then select Restore.
