Is it possible to reduce the size of 64 GB to 16 GB in iphone 6?

Check the model number in Settings > General > About and post it here.
Also check your usage.

i don't understand why say it's when i just used 11.8 GB ?

And have you checked your usage in Settings?
That is a United Arab Emirates 16GB Gold iPhone which is why you are showing 11.8GB capacity. You don't have a 64GB iPhone. You also don't have FaceTime.

The serial number on that box is different from the serial number in the device.
In other words, whoever you purchased this from took a 16GB iPhone and put it into a 64GB iPhone box.

Your device in hand was replaced. In other words, someone got that iPhone replaced from Apple, and either did not turn that one back in to Apple, or the facility that replaced it (possibly the place you bought it from), kept that one when they should have retuned it to Apple, and then somehow it got into a 64 GB iPhone box, which was then sold to you.
In other words (again), you got scammed. Your device is not a 64 GB; it is a 16 GB. Additionally, it has absolutely no support options from Apple, because technically no one should have that device.
I'd take it back where you got it from, and demand a refund, or get law enforcement involved. And then next time, I'd only purchase from Apple Authorized Retailers only.

The serial number on your box is not the same as the serial number on your iPhone. That box is not the box to the iPhone that you have.
