I understand that Siri isn't functioning as expected and that you have already gone through some troubleshooting steps with the issue persisting. There are just a couple more steps that I could recommend in the article below.
Get help with Siri
- If "Hey Siri" isn't working, make sure that "Hey Siri" is turned on under Settings > General > Siri.
- Siri might say, "Sorry, I'm having trouble connecting to the network," or "Try again in a little while." This is probably a network issue. Check your Internet connection and try again later.
- If Siri isn't available or responding to questions, see the next section.
If Siri isn't available, or doesn't understand or respond to questions
After each step, see if you still need help:
- Make sure that your iOS device has an Internet connection through Wi-Fi or cellular data.
- On your iOS device, make sure that Siri is turned on under Settings > General > Siri.
- Restart your iPhone, iPad, or iPod touch.
- On your iOS device, go to Settings > General > Siri and turn off Siri. Then turn it on again.
- Make sure that the microphones on your device aren't blocked. For example, if your device has a protective case, remove it.
- If you're using an iOS device, try to use Siri with a headset. If Siri works, get more help with the microphones on your device.
- Contact Apple Support.
If Siri doesn't make a sound when you hold down the Home button
On your iPad or iPod touch, Siri will chime when it's time to ask a question. If you have an iPhone with iOS 9 or later, Siri will vibrate instead. You'll only hear the chime on your iPhone with iOS 9 or later when you're using headphones.
Siri will also chime when you use "Hey Siri" on a device with iOS 9.

I spent hours troubleshooting with apple via chat to no avail (checked settings, complete reset and erase, restore as new phone, restore from icloud). The microphone works fine except with Siri (she does not seem to hear what I say at all) . Also, Siri does work with an external bluetooth microphone. The final conclusion from the support reps was that the HW is defective and needs to be repaired, which I would have to pay for since I'm pas the warranty period. This issue started after upgrading to iOS 9.0 for me. I'm currently at iOS 9.2 and the issue still exists.

I have come to the same conclusion, i.e. it is a hardware problem. Since I do not use Siri that much, I just may skip trying to get it repaired. Hopefully my next iPhone doesn't have the same problem. Thanks again for the reply
