Setting up an Iphone

Just recently I purchased the Iphone 6s and I decided that I was going to give my Iphone 5c to a friend. Before I got the new phone my old one, the 5c, worked just fine and there were no problems what so ever. I reset my phone to the factory setting and we were going to set it up like a brand new Iphone, when we attempted to do this it did not work. It said that the services needed were unavaliable but we had done everything that the phone had asked us to do. We reset the phone another time and even attempted to connect it to Itunes ** that also did not work. Is there anything else we can do to make it work?
