It sounds like you want to know how to change the password settings for the iTunes Store and the App Store on your iPhone. This can be done from Settings on your iOS device as described in the password preferences article below.

Jan 17, 2016 8:30 PM in response to Jason Lby cikobear,No, I mean there's a new feature in iOS 9 called Password Setting. I could find it on Setting > iTunes & App Store account. It should be appear under my Apple ID right so I could download free app without inputing my touch id or password and now it dissapered from the Setting.

It sounds like you found the iTunes Store and App Store preferences in Settings, but the Password Settings preferences aren't showing up. As mentioned in the article, you won't be prompted to set your password preference if Touch ID is enabled.

About Touch ID and password preferences
If you turned on Touch ID for iTunes Store purchases, you won't be prompted to set your password preference.
Touch ID will always override whatever preference you set. If you have it turned on, you’re prompted for authentication for every download. If you try to manually set your preference while Touch ID is turned on, you'll see a message saying that Touch ID is enabled for All Purchases.
If you turn off Touch ID, the next time that you make a purchase, you'll be asked to set your password preference.
