Why do the newer OSXs need 10.6?

I have a mid 2010 mini with Snow Leopard on it. For testing I was able to install Mountain Lion an an external USB flash drive that was blank - no 10.6 on it at all. Every OS starting with Lion says 10.6 is a requirement. What is missing from the USB drive with a fresh install of Mountain Lion?

Mac mini, Mac OS X (10.6.8), Home Theater

Because both the Mac App Store and the downloaded installers require at least 10.6.6 to run. Once they’ve been launched, they can be installed onto a blank volume without anything being missed.
