Cut and Copy buttons missing after text selection

In iOS 9 the new two-finger selection feature should enable the Cut and Copy buttons in the Shortcut bar when text has been selected (in addition to the always enabled Paste button). On my iPad this is not happening; before and after I select some text, only the "undo" and "redo" buttons are shown.


This feature still does not work in iOS 9.2!


I might add that the Cut and Copy buttons DO show if I select text by tapping and dragging the blue handlers, like in previous iOS versions.

The "Tap with two finger to select a word" gesture brings up the Cut and Copy buttons on the virtual keyboard.

The "Move your fingers to select text" gesture DOES NOT bring up these buttons.


I have tested this on multiple iPads, including the brand new iPad Pro, and the bug exists on all iPads running iOS 9.x


To make matters even worse, the Cut and Copy buttons DO show up if I rotate the iPad from e.g. portrait mode to landscape mode (after having selected some text).


This is obviously a bug that has existed since the release of iOS 9. Apple should fix it before the release of iOS 9.3.
