I think you are stuck. I would suggest you take it to an Apple Store and get them to reset it.  You could use a proper USB cable and iTunes to restore the ATV, or hook it up to another TV and hope your setting works on it to allow a reset but I would get them to fix it.

    Welcome to the Apple community.

You don't say which Apple TV you have, but you may wish to try the following:

Press and hold the menu and the up button simultaneously on the remote for six seconds, the Apple TV should then begin to cycle through the various resolutions available to it at 20 second intervals.. If you see a picture appear up on your screen, use the remote to scroll down to the OK option and select it.

If your problem persists get yourself a micro USB cable (sold separately), you can restore your Apple TV from iTunes:

    1. Remove ALL cables from Apple TV. (if you don't you will not see Apple TV in the iTunes Source List)
    2. Connect the micro USB cable to the Apple TV and to your computer.
    3. Reconnect the power cable (only for Apple TV 3)
    4. Open iTunes.
    5. Select your Apple TV in the Devices list, and then click Restore.

(You may already have a micro USB cable if you have a camera or other digital device)
