I am getting an endlessly spinning wheel next to Devices when I try to pair my iPhone 5S to a blue tooth speaker. I get the same thing with an iPhone 4S that I use only for streaming music. How to I get the phones to see this or other devices?

I am trying to connect my iPhone 5S to a bluetooth device for the first time and cannot get past the spinning wheel. I have the same problem with my older iPhone 4S. How to I get to see the nearby device?
