When I used Bootcamp and Windows 10 on my iMac 27'' (late 2012) the USB ports are still under power when I shutdown the computer from Windows. An USB powered external HD and an USB hub are still active. When I shutdown the computer from Mac OS X the ports are powerless. Why is that?

What is that? I am not familiar with Windows.
In most cases, to avoid going through a cold startup, a Hibernate cycle is used. This create a 'snapshot' of the system. Power Management for devices is an expensive process. The OSX side handles it differently. Such state of Hibernate leaves external peripherals powered up.
But how can I prevent Windows from leaving the power on?
Check Power Options and advanced settings. Test with Hibernate and Sleep disabled. Please also see Boot Camp: Thunderbolt devices not recognized after Windows 8 upgrade - Apple Support .
There was an option to enable a fast wakeup. I disabled it and now the ports are powerless. Thank you.
