If your Mac doesn't meet the system requirements for El Capitan, it can't be updated to Safari 9.0. There are no newer versions of Safari for 10.5.8.

You can then upgrade from there using the App Store.
Do a backup before installing, preferable 2 backups on 2 different drives.
