It sounds like you bought an iPad from someone but it is still locked to their Apple ID and you cannot proceed with the restore process. According to the following article you will need to reach out to the previous owner of the device and have them remove it from Find my iPhone:
Turn off Find My iPhone Activation Lock - Apple Support
If you turn on your device and you're asked for the previous owner's Apple ID and password, the device is erased but still linked to the previous owner's account. If you turn on your device and you see the passcode lock screen or the Home screen, the device isn't erased.
