Can't open Printers & Scanners in System Preferences

I have a similar issue. Once I can get the printer preferences screen open I reset the printing system by control clicking in the box where printers are listed. This usually solves the problem for awhile but it does return - usually ever couple weeks for me.
Didn't seem to make any difference, though it may have if only a little since I have been able to get it open (sometimes) but it runs so slowly to do anything that I am still looking for a proper fix.
This worked for me but seems to be just a temporary fix. I'll still randomly and intermittently lose my Printer pane or if I have the pane it doesn't see my printer and just locks up everything when I try to print anything. Any idea why it does this and how to fix it for good.
I received this error today, after having done a shutdown.
The issue was resolved by going to a terminal session and issuing the following command:
sudo cupsd
Then, after supplying my password, I was able to get to the Printers and Scanners applet and print successfully.

I understand that you are having issues with accessing the printer preferences pane on your Mac as well as a process that is using 100% of the CPU on your Mac. Let's see if we can get this sorted out. For the cups process, that is going to be related to printing as it part of the Common Unix Printing System or CUPS and could be the reason why you are unable to access that pane in System Preferences.
Since you've already attempted to Force Quit it in Activity monitor, the next thing I would recommend is to try and start your Mac up in Safe Mode. This will limit what is loaded and then can test to see if you can open Printers & Scanners in System Preferences. If you can, restart your Mac to boot up normally and test it again to see if it opens.

Finally, if that does not work, then the next steps would be to reinstall OS X. Doing this will reinstall the operating system and should clear up this issue. Always as a precaution, it is a good idea to back up your information to have a safe copy of it. The last two articles will help you out with this.

That is awesome that you got the cupsd process sorted out. Did Starting up in Safe Mode and testing out if the Printers & Scanner page work? If it didn't, then you will want to reinstall OS X. Look back over the articles I previously mentioned and let me know if that helps.

Got the "cupsd" issue solved through a restart thankfully, but the inability to access the Printers & Scanners preference remains an issue, hence the question.
Was wondering if copying the preferences file from the Library folder from another computer would make a difference?
