If you have a current Apple TV (2nd, 3rd, 4th generation), you can rent or buy movies on your Apple TV and you will use your iTunes balance first to purchase them.
If you have an Apple TV (2nd or 3rd generation), it was the Apple TV Software Update 5.0 that introduced movie purchases. About Apple TV (2nd and 3rd generation) software updates - Apple Support

- New interface: This update adds fast visual access to all content choices.
- Movie purchases in iCloud: This update includes support for buying movies on Apple TV and playing back purchased movies from iCloud.

Buy an item. Select the item’s price, then confirm that you want to buy it. For TV shows, you can buy an entire season or individual episodes.
Rent a movie. In some areas, you can rent movies. Select the item’s price, then confirm that you want to rent it. You have 30 days to begin watching a rented movie. After you start watching it, you can play it as many times as you want in the allotted time shown onscreen. Once your time is up, the movie is no longer available. Rentals can’t be transferred to another device.
