i have an odd issue on a Mac mini running 10.6.8, a fresh install, where any image type loaded
into Preview isn't displayed. It just shows a white screen.
Any idea what may be wrong? Maybe recommend another free image viewer?

Do a backup.
Quit Preview.
Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder. Remove the following. You may not find them all. Restart and test.
Containers/com.apple.Preview
Containers/com.apple.quicklook.ui.helper
Preferences/com.apple.Preview.LSSharedFileList.plist
Preferences/com.apple.Preview.SandboxedPersistentURLs.LSSharedFileList.plist
Saved Application State/com.apple.Preview.savedState

Sorry, but not seeing anything in view options about showing the library folder.
The library folder in my Users folder is visible but does not contain some of the
folders you mentioned.
Again, I'm running 10.6.8 if that matters.

You are welcome. Not all folders may be there as I posted before.
I deleted all the prefs I could find and rebooted but still a blank in Preview when any file type is loaded.
Also noticed that Front Row either isn't loading correctly or loading nothing at all.
Just get a black screen.
Any ideas?

Try a restart.
Do a backup, using either Time Machine or a cloning program, to ensure files/data can be recovered. Two backups are better than one.
Try setting up another admin user account to see if the same problem continues. If Back-to-My Mac is selected in System Preferences, the Guest account will not work. The intent is to see if it is specific to one account or a system wide problem. This account can be deleted later.
Isolating an issue by using another user account
If the problem is still there, try booting into the Safe Mode using your normal account. Disconnect all peripherals except those needed for the test. Shut down the computer and then power it back up after waiting 10 seconds. Immediately after hearing the startup chime, hold down the shift key and continue to hold it until the gray Apple icon and a progress bar appear. The boot up is significantly slower than normal. This will reset some caches, forces a directory check, and disables all startup and login items, among other things. When you reboot normally, the initial reboot may be slower than normal. If the system operates normally, there may be 3rd party applications which are causing a problem. Try deleting/disabling the third party applications after a restart by using the application un-installer. For each disable/delete, you will need to restart if you don't do them all at once.
I'll definitely give that a try. Curious if it matters that I'm running the mini headless?
I access it thru VNC. Just thinking maybe Front Row needs to have a display connected.

FInally got around to hooking up a monitor which, not too surpringly, fixed all my issues.
Preview and Front Row work fine when a monitor is attached.
