I have two different apple Id's, one for home, which i use on our PC and iPad and my wife's iPhone, and one for work which is my iPhone.
Can i use home sharing to share apps and music between them? Having to purchase apps and music twice really does not make sense.

You can't home share apps and you can't home share music from a mobile device. You might however want to take a look at Family Sharing.
