No. There is no iTunes version for Android.

You can however use the Apple Music App on it.

Depends how you root it. Also depends on how much storage and RAM you have. If you've a micro SD slot, then you can root it and use the SD card as both extra RAM and storage via partitioning. You'll have to research rooting for your specific tablet model and kernel, but I'm waiting for Verizon to release the Marshmallow update for my M9.

Note that installing any updates will essentially undo your rooting. Don't use an apple computer--Apple doesn't play well with Android and could brick your tab. If you don't want to wait, find a vanilla ROM that fits your tablet's size exactly, and flash it. Don't particularly recommend that last option, personally, but laying it out just in case.

How would rooting the tablet help Install iTunes?  There is no iTunes version that will run on Android rooted or not  Unless there's some magical way of running iTunes for Windows on Android that I'm not aware of.

Perhaps some Windows Emulator or the like?

I'm curious really, how this would be possible.

You can have two OS's installed on the tablet. Android is a compact version of Linux, so find someone who has either done it already and is willing to share, or do it yourself. A single 200g SD can be converted not only to extra RAM, but if partitioned and prepped correctly can house more than one OS. The ROMs I've seen that switch, do so either just prior the booting process or shortly thereafter.
