Have you tried saying something like, "Search Google for ....."?
Have you gone to Settings>Safari, and see the Search Engine to Google? While that will not get your Chrome, it will at least get you Google. As you have been told, Safari is the default browser, and at this time, there is no way to change the default browser.
On Mac OS Sierra 10.12.1, no longer true. In Systems Preferences, open General tab, and choose "Google Chrome.app" as your default browser. Then, ask Siri to "Search Google for ...". Hey presto, Chrome opens with the search in Google.
And Google often manages to correct Siri's poor understanding of what I said (although a dedicated OK Google App would do it better with the original audio, I suspect).
