As far as I've seen there is no documented max - iPhoto and Aperture could handle 1,000,000 so I'm sure Photos can handle that many - basically teh answer is more than you have and you are limited by disk space not program constraints

It is more a question, what your Mac can handle.
Apple did not publish a limit for the number of photos, but since Photos can open Aperture libraries and iPhoto Libraries, it can handle at least 1000000 photos.
With iCloud Photo Library you will be limited by the largest iCloud Storage plan of 1TB.
I have a 2TB hard disk that is 70% full (mostly photos). Is there a "percentage free" that I need to keep on my hard drive for the Photos app to operate? On my old Mac, as I started to fill the hard disk (eventually got to 99% full), the computer started to crash a lot...
Keep at least 20GB free on the system drive.
On the drive with your Photos Library I'd keep at least one fourth free. It will not be necessary during the normal operation, but Photos needs working space to be able to repair the library and to update the library.
The absolute min free space to have is 10GB just for simple system operation - 10% of the drive is often recommended - more is better obviously
