I am trying to set up a WINDOWS VPN on my IPad Pro running IOS 9.2.1. What information do I need from my IT department? Will I need to add certificates to the IPad Pro? W hat steps do I follow to set up up?

You can use RD client (in App Store) for the windows interface and whatever vpn server is used by your IT department for remote access. In may case, its Citrix Receiver and Pulse Connect.
