My phone has been reset and it is asking for my icloud id and i have forgotten my id and password what to do please help me!

That won't help if it's sending the email to the icloud email address you forgot the password to. I also have forgotten the answers to my security questions, so this is a problem for me as well. Please help me.
It wouldn't be sending the reset link to your Apple/iCloud ID email. If it is sending an email, that means you have a Rescue email set up, and by definition, a Rescue email cannot be the same as your Apple/iCloud ID email.
You can call Apple Support to get help with this if you cannot get the Rescue email:
