Anyone missing the information on the MDM bug?

On the 16th of december 2015 Apple posted an issue about a bug in iOS 9.2.1 (If apps don't finish installing with Mobile Device Management (MDM) and iOS 9.2 - Apple Support). I the current patchnotes list, I can't see what the bug was and that it is fixed, although Apple does state the managed to fix it (as posted in the above link)?
