Thanks for using Apple Support Communities.
I understand that your Mac is not recognizing the built-in Wi-Fi interface is installed. To confirm whether this is a hardware issue or not, I suggest that you boot your Mac into the Recovery HD and see if you can access your Wi-Fi networks that way.
If your Wi-Fi interface does not appear in System Preferences, then you'll need to make sure that your Wi-Fi card is recognized by your Mac. Start from the installation media that came with your computer, or from the Recovery HD if OS X Lion is installed. Your computer should be able to access available networks.
How to troubleshoot Wi-Fi connectivity in OS X Lion or earlier
Note, even though the article above states it is for OS X Lion, the same isolation step applies to your Mac with OS X El Capitan.
Please report back with your findings so we can help further.
Take care.

Since you've confirmed there is no hardware issue, the next step is to test in a new user account. For help with this process please follow through the steps in the link below. If the issue persists in another user, then I suggest you reinstall Mac OS X.
