Q: Payment method decline

hi..

i was upgrading my icloud storage like usual but this time around my payment method have been decline..evry month apple will charge my card without any problem but this month suddenly im getting this notification that i need to update the billing info or change the card..i have check the info numerous time and even check it with my bank and the details i put in was correct but for some weird reason the card was rejected..some said that maybe my acc dont have money when apple try to charge but my acc always have money in it..i even go to the bank and apply for a new card since my card is old and worn out anyways but when i enter the new card no. it still reject the card..i have no prob updating the card in the apple id acc but why the payment method being declined when i try to buy storage for icloud?

so yeah i am very frustrated now..so please can somebody help me?
