I can not scroll through my photos using icloud
When trying to look at my photos using icloud there is no scroll bar. So how can I go through my photos?

Are you using a trackpad or a mouse? If you are using the trackpad.the scrollbar will appear at the right border, when you try to scroll.
If you are using the mouse, the scrollbar will usually appear, when you click close to the right border and try to drag. For example, while using te trackpad:
