I'm not clear from your post if you have subscribed to Apple Music. That may be one reason why you can't manually sync from your computer to your iPhone.
I tried disabling / enabling all features (music, match, etc) without any success.
If you do have a membership, the information below will explain how to create playlists and access them from your Mac or your iPhone:
Add music from the Apple Music catalog to your library on your iPhone, iPad, iPod touch, Mac, or PC
To add songs, albums and playlists from Apple Music to My Music, make sure to turn on iCloud Music Library on your device.
Add songs, albums, and playlists
You can add songs, albums, playlists, and music videos to your library from anywhere in Apple Music. Items you add on one device are also added to your other devices that are signed in to Apple Music.
On your Mac or PC
- In iTunes, find the song, album, or playlist that you want to add in the New or For You tabs, or search within Apple Music. You can search Apple Music from any tab except the iTunes Store.
- Click the More Options icon
to the right of the song or album name. - Click
Add to My Music.
Songs and albums appear under My Music. Playlists appear in the sidebar of the Playlists tab under Apple Music Playlists.
On your iPhone, iPad, or iPod touch
- In the Music app, find the song, album, or playlist that you want to add.
- Tap the More Options icon
to the right of the song or album name. - Tap
to add the song, album, or playlist you your music.
Download songs, albums, and playlists to listen to offline
You can download songs, albums, or playlists to your device so that you can listen to them when you're not connected to the Internet.* You must download songs, albums, or playlists on each device that you want to use for offline listening.
*You can download music on up to 10 devices. These songs are accessible only during your Apple Music membership.
