iOS 9.2 iCloud backup still not fixed!!!
The first link provides some detail by chichi3 on the matter stating, "Hi everyone, I contacted Apple last night and they are aware of this issue. The technical team are on it and so its is very likely it will be rectified in a software update. Back up to Itunes for now to be on the safe side and keep an eye out for software updates."

Jan 24, 2016 2:04 AM in response to hans.rutby alexanderfromlancaster,Same issue here. iOS 9.2.1 on iPhone 6 and iPad Air 2. Can't believe, that Apple has such a bad quality check . Waitin' for more or less stable iOS for years ... since iOS 7.x it's more or less a beta version.

Since approx. 2 days the problem is on Apple (Server) side fixed. No changes on iPhone or iPad need (IOS 9.2.1 works).
