If you're the device's original owner, take the device and its original purchase receipt to a physical Apple Store.
If not, but you're able to contact the person who set the lock, send themthis linkand tell them to follow its instructions.
If neither of the above applies, you can't activate the device but may be able to get it refunded. Apple won't remove the lock for anyone other than the original owner(assuming they're alive.)

well im currently living in guyana n my i wanted to buy i phone so i asked him where i can get the best deals on phones cause i thought he might no the best web sites for cheap deals .so wen he came he brought an iphone 6 for me .he had it for a couple months n like about 3 weeks back i collected it wen he came to guyana.so wen i attempted to use the phone someone told me by its from the sprint network so i had to unlock it so he did it for me.n now its stuck on the icloud activation screen .n i dont no the email .it used to show up before but now its not .n my friend said he cant get any contact with the person anymore cause he lives in a different state now
so is there anyway that i can atleast get back the persons email so i can contact them

No, you can't. An iPhone 4 or newer which is being offered secondhand for a cheap price is likely activation locked or otherwise useless to the seller.

If it was unlocked by anyone other than Sprint, then it has been hacked.
ONLY the carrier to which it is locked can unlock it.
It sounds very suspicious.
Try to get a refund. It seems you have a hacked iPhone, that may have been stolen. The iCloud activation lock is an anti-theft matter. Only the rightful owner can unlock it the activation lock.
If you do not have a way to contact the person who set the lock you will not be able to use the phone.
well this is very odd ..to know that there is no other way to move this icloud lock.or to atleast contact the person if u dont have any information about them
and currently im at a lost cause i invested 200 usd for the phone n there's no way to contact the previous owner cause i dont have his information.n i cant let my money go down like that cause refund is not an option cause they will never refund your money .so even if it is a case that i would have to pay the price to remove the icloud lock from apple i would
No, it's not odd. It's Activation Lock, a theft deterrent feature. And it works really well; iPhone thefts have been down 30% worldwide since it was implemented. See: iCloud: Find My iPhone Activation Lock
Apple will not remove Activation Lock for any price. Only the original owner (or the one who enabled it) can unlock it. There's a good chance you bought a stolen phone.

Not everyone uses Lost Mode. The bottom line is that Apple will not remove the Activation Lock. The only one who can remove it is the original account owner. If you don't have access to the original owner, the phone cannot be unlocked. I understand you wanted to save money, but this is the risk you take buying a used iPhone. Next time, purchase the phone from an authorized Apple retailer.
ok i see..but between me n u guys here right well all no thats there has to be some other way that it should be able to be removed cause lets say some one lost there documents what should happen then
