You obviously have a fixed data plan - thus the ability for tethering. If you would have an unlimited data plan (like many of us have - international unlimited none the less) ... grandfathered from a long time ago you cannot do tethering. a relatively small price to pay.
The op was asking about how many devices they could connect to their hotspot so presumably they do have hotspot tethering on their unlimited data account. And even with unlimited, yes, some unlimited data plans do indeed include hotspot tethering. For example, if you are an AT&T UVerse subscriber and bundle a mobile share unlimited data plan, you will indeed have hotspot tethering.
I was replying to a posters blanket statement that AT&T does not offer tethering, when they have for 3 or so years now on many plans (including some non-legacy unlimited plans). Without specifying the details of what plan you have, simply saying AT&T doesn't offer hotspot tethering is a false statement, even when mentioning unlimited data but without mentioning anything about the service plan.
The now long discontinued legacy unlimited plans, and data-only plans are the only remaining AT&T plans without tethering. I dumped my legacy unlimited data years ago when mobile share with rollover could meet my data needs and at a reduced rate over my grandfathered unlimited plan.
